Biography

Allan Achesa Maleche is the Executive Director of the Kenya Legal and Ethical Issues Network on HIV and AIDS (KELIN) and Co-Investigator in a study undertaken by the Digital Health and Rights Project (DHRP). As an Advocate of the High Court of Kenya with over 15 years of experience at the intersection of law, health, and human rights, Allan has led landmark litigation and policy reforms advancing sexual and reproductive health and rights (SRHR), access to HIV services, and accountability in healthcare.

He has represented civil society on global platforms, including as a Board Member of the Global Fund to Fight AIDS, Tuberculosis, and Malaria, Co-Chair of the UNAIDS Human Rights Reference Group, and Co-Chair of the WHO Gender and Rights Advisory Panel. His contributions to health and rights have been recognized internationally, including the 2018 Elizabeth Taylor Human Rights Award.

As part of the DHRP, a transnational participatory action research initiative, Allan works with partners across Africa, Latin America, and Asia to examine how digital technologies and rights intersect in health. At this workshop, he will spotlight two recent reports: Unlocking Access: Reforming Age-of-Access Laws to End HIV in Africa and Paying the Costs of Connection: Addressing Digital Divides, Privacy, and Technology-Facilitated Abuse in Health.
