Biography
Dr. Chung-Liang Shih is the Director General of the National Health Insurance Administration, Ministry of Health and Welfare, a position he has held since February 2023. He earned his M.D. from Kaohsiung Medical University and his Ph.D. in Health Policy and Management from National Taiwan University. In addition, he completed executive training at the Lee Kuan Yew School of Public Policy in Singapore (2010) and the Federal Executive Institute in the United States (2013). Throughout his career, Dr. Shih served as an attending physician in emergency medicine at National Taiwan University Hospital (1998–2007) and has held several senior leadership positions at the Ministry of Health and Welfare, including Vice Minister (2020–February 2023), Secretary General, and Director-General of the Department of Medical Affairs. His professional expertise spans emergency medicine, disaster medicine, patient safety, medical quality management, and public health policy.
