Biography

Mr. Jindřich Vobořil is a leading Czech expert on drug policy, prevention, and harm reduction with more than 30 years of experience. As the Czech National Drug Coordinator (2010–2018, 2021–2024), he shaped national strategies and regulatory reforms in the field of psychoactive substances, medical cannabis, and gambling. His work has influenced EU and global policy through the EUDA, UNODC, and the European Commission.

He founded the Institute for Rational Drug Policy, which advocates for a balanced approach integrating prevention, treatment, and a regulated market with low-risk alternatives. The institute emphasizes risk-based regulation and promotes safer environments through evidence-based policies.

As the chairman of the board of Podané ruce (Helping Hands), the largest provider of addiction services in the Czech Republic, he implemented harm-reduction programs, including methamphetamine-dependence treatment and drug-free zones in prisons. His consulting work spans Latin America, Central Asia, and Eastern Europe, where he advises governments and NGOs on policy development.

A frequent speaker at EU and UN forums, Mr. Vobořil promotes market regulation and an approach centered on public health and human rights, playing a key role in shaping modern addiction policies.
