Dr Edwin TSUI is the Controller of the Centre for Health Protection (CHP), who leads the CHP to formulate and implement strategies for prevention and control of communicable diseases and non-communicable diseases in Hong Kong in collaboration with local and international partners.
Dr TSUI joined the Department of Health and practiced general medicine in outpatient service in 1997. He was appointed the Controller of the Centre for Food Safety in 2019 to plan and direct the implementation of policies on food safety control in Hong Kong, and has been serving as Controller of the CHP since 2021. Dr TSUI has served in a diverse range of professional fields in public health protection and promotion, including regulation of Chinese medicine, port health measures, food safety, contingency planning, surveillance, investigation and control of public health crisis.
Dr TSUI assisted the World Health Organization (WHO) in 2011 and 2014 to develop WHO strategic documents on International Health Regulations and border quarantine measures. In 2016, he was invited to be a WHO Temporary Advisor and provided professional advice in development of traditional medicines in the Western Pacific regions of the WHO. He was appointed as the Director of the WHO Collaborating Centre for Traditional Medicine in 2016-2018 and the Director of the WHO Collaborating Centre for Risk Analysis of Chemicals in Food in 2020-2021.
Amidst the COVID-19 pandemic, Dr TSUI led the CHP in the planning of innovative and effective strategies and co-ordination of timely anti-epidemic measures to protect the health of the population. He was a key spokesperson of the Government’s anti-epidemic measures and vaccination programmes, helping to achieve high compliance by citizens and all sectors of the community. His leadership in managing emerging infectious diseases continues after the COVID-19 pandemic, guiding the CHP in adopting public health interventions to safeguard the health of Hong Kong.
