JoAnne Keatley

Biography

Innovative Response Globally for Trans Women and HIV (IRGT) Board Chair, JoAnne Keatley, was born in Mexico City and received a Master of Social Welfare degree from the University of California, Berkeley. JoAnne was the founder and Director of the renowned UCSF Center of Excellence for Transgender Health (CoE). The CoE worked diligently to enhance transgender care services in California, the nation and the world.  JoAnne served as Co-Principal Investigator for the CoE’s HRSA/SPNS funded TETAC for Trans Women of Color project.  In partnership with the Pan American Health Organization (PAHO), JoAnne co-authored the PAHO document “Blueprint for the Provision of Comprehensive Care to Transgender and Transsexual persons and their communities in Latin America and the Caribbean” that has impacted the quality of transgender care throughout the region. AT IRGT JoAnne led her team on developing the TRANSIT a global transgender services implementation tool supported by UNAIDS and the launching of the ViiV supported Transgender Education plus Action = Capacity for Health (TEACH) program, a peer led CBA program for trans led NGO’s globally.  JoAnne has for decades led research and HIV prevention projects and has consulted on transgender health at the World Health Organization, the NIH, CDC, PEPFAR, and beyond.
