Shri Sanjeeva Kumar is Additional Secretary & Director General of National AIDS Control Organisation (NACO) & Revised National Tuberculosis Control Programme (RNTCP), Ministry of Health & Family Welfare, Government of India. He joined Indian Administrative Service (IAS) in 1986. In his career spanning over three decades he has served in different Ministries (Finance and Defence) at the Centre and in different departments such as Home, Finance, Labour, Environment & Forests, Health and Irrigation in the State Governments of Assam and Meghalaya. He has a wide-ranging and rich experience as Civil Servant, both at execution and policy-making level.
A multi-faceted person, he keenly follows the public policy issues, especially in the realm of health, environment and forest and has published a number of papers in international journals. His article on ‘Widespread Garo resistance against the British Rule’ has been published by Orient Blackswan. His paper on “Forest management in Post-independence Meghalaya” got wide acclaim and was selected for Best Research Paper Award out of 170 research papers from over 60 countries for 2005-06 by ISS, The Hague, Netherlands.
As Additional Secretary & Director General, NACO, Shri Kumar has been taking proactive initiatives including the formulation of the National Strategic Plan (NSP) 2017-24 for HIV/AIDS to articulate country's vision for prevention and elimination of HIV/AIDS in line with Sustainable Development Goals 2030 and UNAIDS Fast Track Targets for 2020; integration of Revised National Tuberculosis Control Programme (RNTCP) and HIV programmes for better implementation and coordination; adaptation of the “Test & Treat” policy for all People Living with HIV; expedited process for formulating the Rules for HIV/AIDS Act to provide a legal framework to PLHIV and access of services; scaling up of the nationwide network of HIV-1 viral load testing for all PLHIV on ART; strengthening the Targeted Interventions programme in prisons and other closed settings etc.
