Stella Alamo-Talisuna is a public health specialist with a Legal lens- MD, MPh, Ph.D., LLB, Makerere University School of Public Health Fellow. Chatman House African Leaders fellow with 28 years work experience, eighteen of which have been at a Senior Leadership Level including eight years at the Chief Executive Level. She is currently the Associate Director for Technical programs at the US Centres for Disease Control and Prevention in Uganda. Her main domain of expertise is Community Systems Strengthening and HIV Prevention but she has an excellent understanding of disease-specific domains including Malaria, HIV, and TB.
Much of her previous work focused on Equity programs targeting the vulnerable and how to improve the quality and efficiency of these programs; she has multiple publications in the domain. She is a recipient of the Prestigious Mathew Lukwiya award given by the Makerere University School of Public Health for excellence in leadership. She has received several awards for technical and managerial capabilities.
The greatest strength is her experience working at multiple levels of the Health System including the Health Development Partner, Public Service, NGO, FBO, Community Based Organization, Implementing Partners, and the Private Sector. Within the Public Health sector, she has worked at the District, Regional, and National levels. She has the adaptability to streamline functionalities across the Health System. More recently, her additional Law degree will allow her to navigate the Public Health - Legal divide to support programs that require legal redress. She has an edge in advocacy for Policy and legal reviews and reforms.
