Joni Komulainen has been a social affairs and healthcare and eHealth lawyer for more than 20 years working for the Department of Social and Healthcare in the city of Helsinki, the Finnish Institute for health and welfare (THL) and since 2018 as a senior ministerial adviser in the Ministry of Social Affairs and Health, Finland. Mr. Komulainen has been involved in EU level eHealth legal law work and Finnish laws including The Act on the secondary use of social and health data, The new Act on the electronic processing of social and healthcare data, Covid-19 tracing app and Covid-19 passport legislations and the data protection part on the large scale social and healthcare reform.
Joni Komulainen has negotiated the European Health data space regulation, The Framework Convention on Artificial Intelligence and was the chair of the Council of Europe’s Steering Committee for Human Rights in the fields of Biomedicine and Health (CDBIO) drafting group that drafted the report on impact of AI on the patient-doctor relationship https://www.coe.int/en/web/bioethics/ai-in-healthcare
